"In order to combat corruption and foster ethical practice in government, Peru creates the Public Integrity Model. While this model meets all international standards for law and has a strong legal underpinning, it has not produced substantive change. This is primarily due to the excessive bureaucracy associated with its implementation, the lack of enforceable consequences for noncompliance, and the absence of incentives for good conduct. Second, each public institution has differing requirements and competencies, and thus, this model imposes one set of rules for all institutions. The analysis presents a critical evaluation of the Public Integrity Model developed by the Peruvian government since 2021. The analysis demonstrates that the normative design of the Public Integrity Model has not translated into institutional effectiveness because of the gap between the model’s normative design and the limited effectiveness of the institutions established to implement it. Drawing upon a documentary analysis of the legal basis for this model, as well as official reports and international standards, the analysis identifies three critical structural weaknesses of the model: (1) over bureaucratization of the system with no substantive reform of the institutions, (2) insufficient incentives or penalties to enforce compliance, and (3) the persistent fragility of institutions compounded by internal political resistance to implementing the model. Using a theoretical framework based on ethical governance models and comparisons between integrity models, this analysis demonstrates how Peru exemplifies the pitfalls of attempting to create integrity systems through a regulatory approach without a sufficient operational capacity or enabling mechanisms to ensure accountability. The analysis concludes by proposing that the Government of Peru adopt a strategic reformulation of its approach to promoting anticorruption through a more systemic, context specific, autonomy-based, coordinated approach between sectors, and a reliance on performance-based evaluations of its effectiveness as the basis on which to support the sustainability of an effective anti-corruption strategy in the future. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2026."
